While it is true that many
things are cultural, not everything can be classified as culture. Well,
education is considered a cultural phenomenon as it is through it that an
individual enters a social group, are their customs, worldview,
lifestyle.Education as it is now considered synonymous with training, so I will
not go into the debate about the difference between the two terms and will use
them interchangeably. Education is, then, the process by which an individual is
integrated in a social group determined by a particular culture. It is through
education that they learn the ways of living used by the members of a social
group paticular that not only has local implications, but national.The Mexican
educational system hasexpand enrollment at all levels and expand its
otherservices. Although improved in most cases indicesdemand response potential
has not been possible to fully cover theneeds. To evaluate the results need to
see educationas an effective mechanism for distribution of goods and
servicessociety and as a factor in reducing inequalities.Education is one of
the keys to social advancement, and afactor of justice in the distribution of
opportunities, however, by itselfhas little effect in improving the living
conditions of thesocially disadvantaged groups. It is true that, individually,
facilitatesmobility across different social strata, but also by lack ofa
comprehensive strategy has little impact on the social life of the nucleiwith
limited resources, fueling expectations in which noalways meet the country's
socioeconomic system, staying withTherefore, the stratification.Disadvantaged
social groups left unattended dueto lack of resources and support that allows
access and ensure theirretention and success in education. Economic inequality
andculture is present from birth of the future student. Thepoor nutrition in
early life determines its potentialintelligence and other factors that
influence their chanceseducation are: the income of their parents, the

Although education can act
as a mechanismcompensatory socioeconomic inequalities of structural origin,a
succinct review of the education system can realize theactions implemented by
the State have been insufficient tosignificantly reduce inequalities.The
importance of education in early life has beentypically poorly estimated in
Mexico, for maternal and child educationhas had little momentum, and not
integrated services efficiently,resulting in dispersion and low quality of care
provided.Although the laws state that children of mothersemployees are entitled
to this educational service, it is estimated that onlyserving 5% of demand
potencial.La absence of educational psychology programs, medical, nutritional
andfamily counseling leads to multiple directions of activitiesof existing
centers, which do not guarantee the quality of educationand assistance that is
provided. Staff in child care centers hasso far lacked adequate training, as
there arespecialized training programs. Recently it has begun totrain personnel
in service, but the actions are stillinsufficient.A policy to provide more and
better opportunitieseducation can not ignore the role that education
playspreschool in reducing social inequalities, ashelps improve the performance
of children in primary school.Recent evaluations show that children who missed
out on educationpreschool two years later reached an overall level of
maturityequivalent to that of children that if attended. Hence, the
mostcritical factors affecting early childhood education are the low
coveragedemand and lack of plans and programs of activities tosystematically
encourage the development of physical, cognitive afectivosociales and the
child.Preschool education is virtually alone in the cities, andthat 74% of the
service is offered in urban and mostly benefitspopulation of middle and high
income.Other problems of preschool education are lack ofconsistency with the
primary education, the low quality of servicebecause teacher education has been
detached from practice, andinadequate management of the limited resources
available.Considering the population aged between 4 and 5 years of age, the
percentagebeing served in school is low (16%) and slow growth, 6.5% inaverage
over the past eight years, during this period the unreachedincreased from three
to three and a half million children.
